What are “public” parking facilities?
Parking is defined by use, not by ownership. Garages and lots are open for “public” parking wherever any motorist can pay a fee to park. Private or restricted parking facilities are only open to permitted employees or customers of a business or institution. All Wilmington Parking Authority facilities are available to the general public on a daily or monthly fee basis.

How can I sign up for monthly parking?
You must come to our main office at 625 N. Orange Street in Wilmington to obtain a monthly parking card for any of our facilities with space available. You can print out our Monthly Parking Application and Monthly Parking Card Access Agreement to fill out and bring with you. Our Monthly Parking Department (302-427-6773) can answer your questions and will assist you in completing an application for a monthly access card.
How does the monthly access card system work?
Upon completion and signing of an application and payment of prorated first month’s rental, a unique access card is issued to the monthly parker. The access card will only allow access to one facility. Never leave your access card in your vehicle. Keep your card in your wallet or purse.
When are monthly payments due and what happens if I don’t pay on time?
Monthly parkers agree to pay in advance by the first day of each month. Your access card will not open the gate if your payment is late. Daily rates apply until your fee is paid. There are no refunds for daily payments. In addition, you must pay a $10.00 reactivation fee in order to reactivate your access card.
Can I transfer use of my access card?
No, the access card cannot be assigned to anyone other than the original monthly parker. The card must always be used in sequence to enter and then to exit the garage. Using the card out of sequence will prevent the gate from rising.
Can I get a refund of any unused portion of my monthly fee when I terminate my access card?
No, we do not issue refunds at the end of your contract. To save money, we highly recommend that you terminate your card at the end of any calendar month, and pay the daily fees for any remaining days that you would need to park.
My access card is not working, what do I do now?
There can be many reasons why your card is not working, but this issue cannot be resolved at the parking entrance. Pull a ticket or Chip Coin to enter the facility, and call our Monthly Parking Department as soon as you get to your destination. We will resolve your issue for you and you should be able to use your access card to exit the facility without paying the daily parking fee. Do NOT wait until you are exiting the garage to deal with this issue, as the cashier cannot fix your card or resolve your issues with the Monthly Parking Department.
What happens if I forget my monthly access card?
We understand that people forget their access card from time to time. Pull a ticket or Chip Coin to enter the facility, and contact our Monthly Parking Department to resolve this issue.
What happens if I damage or misplace my monthly access card?
Monthly parkers are urged to carefully handle and keep track of their cards. Cards will be replaced for a $10.00 lost card fee. Contact our Monthly Parking Department immediately to replace a card. Your old access card will be deactivated. If your access card no longer functions, please return it to our office for a free replacement.
How long can I park at your parking facilities?
You may park your car at most of our facilities on a paid basis for up to 7 days at a time and you can park in our Train Station garage for up to 30 days at a time. If you wish to park for an extended period of time, please contact our office (302-655-4442). If you do not contact our office, your car may be considered abandoned, and may be towed.
Can we reserve parking?
Generally, all parking is on a first come, first serve basis. There are no reservations for daily (transient) customers. A certain number of monthly reserved spaces are available for a premium at each facility. Please contact our office for more information.

What can I do about a parking ticket?
The Parking Authority does not have jurisdiction over on-street parking spaces; therefore, we do not issue citations. The City of Wilmington Department of Finance Delinquent Accounts Division enforces meters, and you can call them at 302-571-4320 or 302-571-4311. Read the instructions on the ticket about options for payment and appeal.
What if my car is booted or towed?
Booting and towing are Wilmington Police Department enforcement responsibilities. You can call the phone number on the Booting Notice. If your car is towed, call the On-Street Parking Department at 302-576-3980.
How can I get a Handicapped plate or placard?
The Delaware Division of Motor Vehicles (DMV) issues Handicapped plates and placards to qualified vehicle owners. Call the DMV at 302-434-3200 or 302-326-5000 (in New Castle County) or visit their website at www.dmv.de.gov. Their office closest to Wilmington is at 2230 Hessler Boulevard, New Castle, which is just off Route 13, south of Wilmington.
